Prosecutorial District Twenty A consists of Anson, Stanly, and Richmond counties. Formerly, the district included Union County, which is now District Twenty B alone.

The District Attorney’s Office strives to serve the citizens of Anson, Stanly, and Richmond counties. We try to accommodate and assist those traveling from out of town to our district when business is pressing here.

The Assistant District Attorneys work in all aspects of District and Superior Courts. The Staff of the office assist the Assistant District Attorneys in preparing for court and all administrative matters.

Timothy Rodgers, Superior Court Chief Assistant

Tim Rodgers graduated with a B.A. from the University of Tennessee before receiving his law degree from the University of North Carolina.  Tim has been employed by the District Attorney’s Office for Prosecutorial District 20, and now District 20A, since 1998.  Tim and his wife Laura have two sons and live in Albemarle.

Robyn Singletary, District Court Chief Assistant

Robyn Singletary has been with the District Attorney’s Office sixteen years.  She was in private practice in Albemarle with her father, Norman Singletary before coming to the District Attorney’s Office.  Robyn graduated from Appalachian State University and Campbell University School of Law.  Between college and law school she worked four years at the Stanly County Tax Office.

Nicholaos Vlahos, Anson County Head

Born in Charlotte, NC.  Graduated from Myers Park High School in Charlotte.  Graduated from The Citadel, May 1990.  Graduated from Wake Forest University Law School in May 1993.  Admitted to the NC State Bar August 1993.  Was in private practice in Monroe, NC with wife Lee A. Vlahos for 8 ½  years.  Has been an Assistant District Attorney in Prosecutorial District 20A (formerly 20th) since September of 2002.  Currently assigned to Anson County.  Picked the set of coasters with the state seal on them for “gift” from the State of NC for 5 years of service.  Very satisfied with coasters.

Debbie Jackson, Anson County ADA

“My legal career commenced as a staff attorney at Legal Services in Charlotte.  As an advocate for low income housing tenants, I was rewarded by helping individuals avoid eviction and upgraded their living conditions.  I then accepted an appointment as a criminal magistrate and worked as an independent judicial official setting bonds for criminals.

I went on to work 2 ½ years as an Assistant District Attorney for Mecklenburg County.  My rewards came about by obtaining justice for victims of domestic crime.  I primarily prosecuted domestic violence defendants; however, I was also trained to prosecute other misdemeanor crimes such as, traffic violations, driving while drunk etc… I left the DA’s office, in Mecklenburg, as Supervisor of the Domestic Violence Unit and assistant supervisor of the misdemeanor team in May 2005 and joined the 20A Prosecutorial District Attorney’s office as a prosecutor in 2006.”

John Phillips, Stanly County ADA

John Phillips is a former Assistant Public Defender and Gang Prosecutor in Mecklenburg and Durham counties respectively.  He has also practiced in the civil arena in the areas of insurance defense and business torts.  He is a graduate of Davidson College, the University of Alabama, and the Cumberland School of law.  A father of four, John is thrilled to return to the courtroom as a prosecutor, and looks forward to living and working in the counties of Stanly, Anson and Richmond.

Dawn Layton, Richmond County Head

Dawn McDonald Layton is county head in Richmond County.  Dawn has been with the District Attorney’s Office for 4 years.  She graduated from Regent University School of Law in 2004 and East Carolina University in 1993.  She is married to Ken Layton and resides in Rockingham.

Gordon Wikle, Richmond County ADA

Gordon Wikle has been with the 20A prosecutorial district since January of 2007.  He has been working with the Richmond County Office since January of 2008.  Gordon attended Vanderbilt University in Nashville, Tennessee for and graduated with a Bachelors of Arts in 2003, and earned his Juris Doctor from Duke University School of Law in Durham, North Carolina, graduating in 2006.  He was admitted to the North Carolina State Bar in September of 2006. Gordon currently resides in Indian Trail with his dog, Emma .

Thai Vang, Stanly County ADA

Thai is currently an assistant district attorney in Wadesboro, NC.  Thai grew up in neighboring Montgomery county where his family still resides.  Thai has his BA degree in English from the George Washington University in Washington, D.C. and his J.D. degree from North Carolina Central School of Law.  Thai started his legal career in civil practice in 2005, working in Spartanburg, South Carolina but has now joined Michael Parker in Judicial District 20A as a prosecutor.  Thai is happily married to his wife, Ginny.”

Banks Huntley, Stanly County ADA

Banks Hudson Huntley is a native North Carolinian, who grew up in Charlotte.  Banks graduated with a B.A. degree in Political Science from the College of Charleston in 2002.  Banks received his Juris Doctorate from Campbell University in 2007.  Banks has been a prosecutor with Prosecutorial District 20-A since March of 2007.  Banks looks forward to a long and fulfilling career as a prosecutor in Stanly County.

Kisha Scott, Richmond County ADA

Assistant District Attorney, Kisha Scott, did her undergraduate studies at Winston-Salem State University (Winston-Salem, NC) where she received a Bachelor of Arts Degree in Political Science in 1996.  Before attending law school, she was employed with Sentencing Services where she was a case analyst.  As a case analyst, she developed sentencing plans for the court focused on matching offenders with appropriate resources within the community.

Kisha graduated from the Florida State College of Law where she received her juris doctor (’04), and is licensed to practice law in North Carolina.  Prior to working with the District Attorney’s Office, she has worked on a contractual basis with Jones Day LP (Atlanta, Georgia), Royal Sun Alliance, and Helms Mullis Wicker (Charlotte, NC) on various civil litigation ranging from banking to insurance.

Currently, Ms. Scott serves on the board of directors for Friends of the Guardian Ad Litem, which is a non-profit organization based in Cabarrus County that assists children in foster-care.

Ginger Efird, Administrative Assistant

After receiving a BS in corrections and law enforcement from Pfeiffer University, Ginger worked in the DA’s office as a victim witness legal assistant for 6 years. She is currently an Administrative Assistant and has been in that position for the last year.  Ginger, who lives in Albemarle with her family enjoys sports and spending time with her friends and family.

John McCullers, Worthless Check Coordinator

John has a Ph.D. in divinity and heads the Worthless Check Program for the District. This program has been extremely successful in resolving worthless check issues. John currently handles approximately 4000 cases district-wide.

Laura Pettler, Investigator

Director – Crime Scene Reconstruction and Behavioral Analysis Program

Laura has a BS in Pre-Professional Psychology, a MS in Criminal Justice and Forensics, and is an ABD (all but dissertation) Doctoral Candidate at Capella University, School of Public Service Leadrship, Public Safety: Criminal Justice Program. Laura is a Certified Senior Crime Scene Analyst with the International Association for Identification. Laura has studied Bloodstain Evidence Analysis since 2002 under the Father of Bloodstain Analysis Dr. Herbert Leon MacDonell, and is a Faculty Member of the Bloodstain Evidence Institute in Corning, New York. Laura works homicide, cold cases, violent crimes, Gang Activities, sex crimes, builds crime scene reconstructions for the DA’s Office, and teaches crime scene related courses for the State at the direction of the DA. Laura co-founded the Richmond Community College International Forensic Institute in Hamlet, North Carolina with Michael Parker. Laura is the founder of the concept of FACs. Laura currently manages the courses and programs for the DA’s Office.

Amy Black, Victim Witness Legal Assistant

Amy is a victim witness legal assistant and has been with the DA’s office for a year.  Amy received a BA from the University of South Carolina and was previously employed as a victim advocate and as a victim witness assistant at the Solicitors office in South Carolina.  Amy has four children and three grandchildren and now resides with her family in Oakboro where she spends her free time cooking.

Carrie Hargett, Victim Witness Legal Assistant

Carrie is a Domestic Violence Victim Witness Legal Assistant and has been employed with the district attorney’s office for 5 years. She is from Union County and received her Bachelor of Science in Human Services from Wingate University. While in college she completed an internship with the District Attorney’s office in Union County. She now resides in Rockingham.

Leatha Horne, Victim Witness Legal Assistant

Leatha is a victim witness legal assistant and has been with the DA’s office for a year.  Prior to working with the DA’s office, Leatha was employed for 17 years at B.C. Moore and Sons Administrative office where she worked in the bookkeeping and internal audit department. Leatha lives in Wadesboro with her husband and her 2 daughters ages 14 and 6. Leatha enjoys reading and traveling to the beach.

Cindy Jenkins, Victim Witness Legal Assistant

Cindy has been with the DA’s Office for 7 years. She has been married 29 years, has 2 children, 1 granddaughter, 2 dogs, and 1 cat.

Regina Libera, Victim Witness Legal Assistant

Regina has been employed with the Prosecutorial District 20A for eight years.  She moved to Richmond County in August 1999 from Lenoir, North Carolina. Regina and her husband have four boys and one golden retriever.  All her children are grown and reside in an area ranging from the beach to the mountains.  She and her husband enjoy weekends at the beach, usually fishing.

Susie Medlin, Victim Witness Legal Assistant

Susie is a victim witness legal assistant and has been employed in that capacity for 7 years.  Susie received a BS in Business from UNCC and before working for the DA’s office, she was employed with the Clerks office where she worked for 18 years. Susie lives in Albemarle and has 2 children.

Debbie Thomas, Victim Witness Legal Assistant

Debbie Thomas has been employed with the district attorney’s office for one year.  Prior to her employment with the DA’s office she worked in the Clerk’s office for six years.  She graduated with a degree in Human Services and Information Systems.  She lives in Norwood with her husband and loves to bake, most of all she loves spending time with her two grandsons.  Her favorite quote is “Being Gami is like getting a sneak peek at heaven.”

Frank Hightower, Victim Witness Legal Assistant

Frank is the new Victim Witness Legal Assistant for Anson County, hired on August 25,2008. Frank has been involved in a 113 year old family business all of his life until now and decided to change paths. Frank has 3 grown kids.  He has a degree in Sociology with a minor in Criminology from UNC-Pembroke
